GOVERNMENT OF SINDH FINANCE DEPARTMENT ECONOMIC REFORM UNIT

VACANCY ANNOUNCEMENT

Economic Reform Unit, Finance Department, Government of Sindh, invites Expressions of Interest from the potential candidates (Pakistani nationals) for the following positions purely on contract basis.

Job Description
Position
1. Finance & Accounts Specialist (1 position) Educational Qualifications: A Masters or equivalent degree in Accounting, Finance, Statistics or related field from an HEC recognized educational institution. Experience: A minimum of 3 years of relevant experience in finance and accounting. Age Limit: Not exceeding 35 years. Domicile: Sindh Province.
Prepare financial plans and budgets in light of project objectives and guidelines;

Oversee the disbursement of funds and payment process;

Monitor financial transactions;

Ensure adherence to policies / processes;

Report on the project’s financial performance;

Any other project duties as may be assigned from time to time.
2. Procurement & Contract Administration Specialist (1 position)

Educational Qualification:

A Masters degree in Business Administration, or any related field from an HEC recognized university. Preference shall be given to the candidates having understanding of supply chain management system.

Experience: A minimum of 3 years of relevant experience in procurement process, and developing procurement strategies.

Age Limit: Not exceeding 35 years. Domicile: Sindh Province.
Preparation of annual procurement plans;

Coordinating with Sindh Revenue Board and other key stakeholders under the reforms project;

Designing, reviewing and updating procurement policy & strategies. Prepare procurement documents such as bidding documents, terms of references, technical specifications, etc. required for procurement processes;

Oversee compliance of the contract with the legal, regulatory and contractual requirements;

Prepare payments tracks against the contracts; perform contract closure processes, as required;

Any other assignment related to procurement assigned by the competent authority.
3. Financial Assistant (1 position) Educational Qualification:

A Bachelor’s degree or equivalent in Accounting, Finance, Statistics, or any related field from an HEC recognized university.

Experience: A minimum of one year experience of

secretarial-cum-administrative.

Age Limit: Not exceeding 35 years.

Domicile: Sindh Province.
Record and maintain a variety of financial information in files, ledgers: Perform record-keeping and ministerial functions for financial, administrative, and legal compliance;

Prepare fiscal statements, reports, schedules, etc. for documenting the financial activities;

Assist in developing financial plan and budgets;

Assist in responding financial and accounting inquiries received from different quarters;

Any other assignment related task assigned by the competent authority.
Organize all procurement activities relating to RFPs, sealed bids, and price quotes;

Review requisitions demand received and identify available suppliers for each requisitioned item;

Organize and maintain computerized records containing vendor and bid information;

Assist in administering contracts that includes negotiation of terms and conditions, preparation and monitoring of contracts and subsequent revisions;

Assist in preparing payments tracks against the contracts; perform contract closure processes, as required;

Any other assignment related to procurement assigned by the competent authority.
Pay and Allowances: Competitive market-based salary packages would be offered to the successful candidates.

Educational Qualification:

A Bachelor’s degree in Economics, Accounting, Statistics, or any related field from an HEC recognized university. Experience: A minimum of one year experience of secretarial-cum-administrative tasks. Age Limit: Not exceeding 35 years. Domicile: Sindh Province.
